Bosnian term or phrase: kadrovska hobotnica

I know what this means: R. got his people appointed to various key positions and thus established a network of influence. However, a literal translation of "personnel octopus" would verge on the nonsensical to a reader of English, so I'm looking for a nice paraphrase that would express this concept.

Hvala unaprijed!

Thanks. I ended up going with "network of influence," since that seemed to convey what was intended adequately in the given context.

personnel network

Explanation:
I think this is appropriate as 'kadrovska mreza' has the same meaning as 'kadrovska hobotnica.'
