I've also found 'hang in the air' and 'to be suspended above', though I still think linger is a good option.

Thanks for the help--it was super helpful. I've gone with 'whiz about' in this context. I felt like hover and linger didn't capture the flying back and forth in swarms. :P

Asker: I wasn't familiar with glosbe, thanks. I currently have 'flit about' placeholding in the sentence, but I'm not in love with it and don't feel like these cut it here either. I guess I will sleep on it.
