it's late and I'm hoping there are some catalan speakers up at this time of night... :S

I am struggilng to make sense of this sentence in the following context - on entrepreneurialsm and institutions:

"Rússia va començar a funcionar amb un sistema de mercat però sense codi comercial, ni codi civil, ni un sistema bancari i comptable efectiu, o sense sistema per declarar la fallida empresarial.
Això va comportar un primer espai de temps de lluita empresarial sense control amb enormes buits legals.
El cas de les nacionalitzacions d’empreses que està realitzant Venezuela, sense jutjar si és una acció correcta o no, és un altre exemple que limita l’acció dels emprenedors.
O tu invertiries en un negoci arriscar en el clima institucional que hi ha instaurat?
