Thanks to everyone who has helped me in this project - almost done. My porblem here is I don't know what the question is they are responding to. Any ideas? I am ready for a vacation.

I ahve included quite a bit of "context", because I am not sure where the answer may be.

"L’anàlisi d’aquesta qüestió des del Dret internacional dels drets humans passa pels paràmetres següents:
 Tota persona té dret a la llibertat de pensament, consciència i religió; en conseqüència, no es regula des d’una perspectiva diferenciada el dret a la llibertat religiosa respecte a la llibertat de la persona humana de comptar amb les seves pròpies conviccions. La religió, en aquest nivell, és interpretada com un conjunt de conviccions basades en posicions religioses (tradicionals o més modernes) o sobre el fet religiós; això significa que inclou conviccions positives i negatives: conviccions pròpies de qualsevol religió, l’ateisme, l’agnosticisme o la indiferència davant de les religions.

 Un dels problemes principals en la concreció de les obligacions jurídiques internacionals al respecte –com demostren els treball preparatoris de l’article 18 del PIDCP i la posició d’alguns estats àrabs- ha estat si un element tan intrínsecament vinculat a l’exercici d’aquesta llibertat –el dret a canviar de religió- en forma part; sembla clar que la resposta és positiva, tot i els evidents incompliments d’alguns estats."

Religion at this level is interpreted as a set of convictions based on religious positions (traditional or more modern) or on religious fact. This means it includes both positive and negative convictions, i.e. convictions typical of any religion, including atheism, agnosticism or indifference towards religions.

 One of the main problems in defining international legal obligations in this regard – as demonstrated in the preparation of ICCPR Article 18 and the positions of some Arab states – has been that if an element intrinsically linked to the exercise of this freedom, i.e. the right to change religion, is included, then the answer would clearly seem to be positive, in spite of the evident non–compliance of some states.

Explanation:
I think they don't so much mean "answer" here as "response". The response of international legal obligations to the issue of religious freedom is generally a positive one (with some notable exceptions).
