A little break from the academic stuff (although it's still the Uni website). Can anyone make sense out of this part of the sentence?

I think the "referent cultural propi" stresses that the products are produced within Catalonia in response to local demand, rather than they are products related to Catalan culture (an innovative electronic Gralla, perhaps :-). This seems to be that kind of meaningless hyperbole of which local writers here seem to be so enamoured and which I usually try to reduce to something meaningful by the use of a good pair of electronic shears and good CAMRE ("Campaign for Real English") common sense. However, you may wish for a more literal translation.... in which case I hope my take on this inspires you to come up with one.
