Explanation:
"obligatory" versus "mandatory"
"Mandatory" has the connotation of "binding by Laws and Regulations", which means, if they fail to achieve the targets, they shall be punished according to the law. This is apparently not true because I doubt there's such law that stipulates related punishment.
So, I think "obligatory" is more appropriate in this context.
