bursary Explanation: This or, at a push, treasury is what you need as a historical term. I think you'd need to add the level (district, regional...). Kamerální úřad is simply a translation of the German Kameralamt. See (use Google Translate if you don’t understand German): https://www.google.cz/?gws_rd=cr&ei=jBgsUqHqM8X44QSCrYHQBQ#q... Dictionaries translate it as bursary – in the historic sense, i.e. not with the modern "scholarship" meaning (see http://dictzone.com/dictionar-german-englez/amt/10 ) bursary: “A treasury, especially of a public institution or religious order.” http://www.thefreedictionary.com/bursary “Word Origin & History bursary ‘treasury’, 1690s,from M.L. bursaria ‘treasurer's room’ (see bursar).” http://thesaurus.com/browse/bursary -------------------------------------------------- Note added at 7 hrs (2013-09-08 06:52:33 GMT) -------------------------------------------------- I have posted a question to the German translators. (District) Financial Directorate /or Central Financial Office Explanation: cameralistic pertaining to finance and public revenue http://onlinelibrary.wiley.com/doi/10.1111/j.1468-5957.1983.... Timing is really important here and I would be inclined to say that the names they had at that time might be more appropriate for your text, although it is quite possible that this person might have gone through the changes of the system; yet, the bureaucracy is often tedious, so one can't really say. some of the text below gives some rather exact dates, however, you will see that that the names were changing somewhat. I kept to the 1840 name and a change of name follows immediately afterwords. The text says General Accounting Directorate, but I did feel that it might be possible to use the modern term. In 1855 the change was to District Financial Directorate - here again, there is an overlapping “. V roce 1761 došlo k vynětí účetnictví z obecných finančních záležitostí a vznikla Dvorská účetní komora (Hofrechnungskammer). Tato instituce prošla mnoha změnami a v roce 1867 vzniká Nejvyšší účetní dvůr (Oberster Rechnungshof), který na území českého státu fungoval v této podobě až do roku 1919. V souvislosti se vznikem samostatné Československé republiky v roce 1918 byl založen Nejvyšší účetní kontrolní úřad v Praze (NKÚ, 2010). Vznik a rozvoj vyšších forem účetnictví souvisel vždy s hospodářským pokrok http://ocs.ef.jcu.cz/index.php/inproforum/INP2010/paper/view... In the Czech Lands (Bohemia, Moravia and Silesia), which were a part of the Austro-Hungarian monarchy until 1918, the first audit institution was the Court Accounting Chamber (Hofrechnungskammer), set up in 1761. The name of the institution whose area of activities was the whole Habsburg monarchy, was changed several times. From 1792 to 1794, it was the Chief State Accounting Office (Staatshauptbuchhaltung), from 1794 to 1805 the Supreme State Audit (Oberste Staatskontrolle), and from 1805 to 1840, the name of the institution was General Accounting Directorate (General-Rechnungs-Direktorium). The Supreme Audit Office (Oberste Rechnungs-Kontroll-Behörde) was established in 1840, and functioned under this name until 1866, when the Supreme Accounting Court (Oberster Rechnungshof) was founded. The Supreme Accounting Court with jurisdiction for the Czech Lands remained in existence until 1919. After the Czechoslovak Republic was founded in 1918, the tradition of this office was continued by the Supreme Accounting and Audit Office in Prague, established in 1919 by the Act on the Establishment and Jurisdiction of the Supreme Audit Office. http://www.nku.cz/en/urad/history.htm Kamerální úřady existovaly v krajských městech do roku 1855 a spravovaly nepřímé daně (cla, kolky, daně z potravin, soli a tabáku apod.). Zákonem z r. 1854 byly přejmenovány na okresní finanční ředitelství. Viz např. BLOMAN, Karel. Kamerální úřady. In OTTO, Jan. Ottův slovník naučný. Praha : -------------------------------------------------- Note added at 2 hrs (2013-09-08 02:50:59 GMT) -------------------------------------------------- ...Nejprve pracoval u kamerálního úřadu,[3] v letech 1846-1861 byl finančním komisařem ve Žluticích a Dobříši. I would safely use the 1840 name here, for reasons already given, because in 1846 he left Prague altogether. -------------------------------------------------- Note added at 10 hrs (2013-09-08 10:12:27 GMT) -------------------------------------------------- I did leave out the Ministry of Finance text, establishing a centralised authority, as it was around 1848, an interesting date considering your text. It supervised all sorts of financial authorities. There is one fascinating link, which I did not give you yesterday Na místě středověkých lázní vyrostla v letech 1833–1834 nejspíše podle projektu Josefa Sandnera rozsáhlá budova, sloužící jako sídlo státní finanční správy. Proto se objektu říkalo Kamerální budova nebo jednoduše Kamerál. http://www.slavnestavby.cz/stavby/stavby-ceskych-budejovic/k... for the two reasons above, I did not to be too "fussy" with the names. -------------------------------------------------- Note added at 10 hrs (2013-09-08 10:33:36 GMT) -------------------------------------------------- ...I did not want to be - sorry, I skipped a word. -------------------------------------------------- Note added at 10 hrs (2013-09-08 10:50:36 GMT) -------------------------------------------------- Why I put the District in parenthesis - with the Central Authority of the Ministry of Finance, all such offices governed by it would, of course, be district. The Czechs also use the word General or State for this. Here is some fascinating text: Dominantní osobností pěstování ekonomické vědy a politických věd v českých zemích byl profesor pražské univerzity Wenzel Gustav Kopetz. Východiska jeho učení jsou kameralistická. Centrem systému zůstává stát a stát je také subjektem jeho nauky o státním hospodářství (Staatswirtschaftslehre). Státní nauka je jen modernějším, novým poměrům přizpůsobeným výrazem pro kamerální vědy. Stejně jako ony se člení na dvě velké části. Jednak na industriální politiku (Industrie–Politik), což je modernější výraz pro Sonnenfelsovu obchodní vědu a jednak na fi nanční politiku. www.vse.cz/polek/download.php?jnl=polek&pdf -------------------------------------------------- Note added at 11 hrs (2013-09-08 11:11:38 GMT) -------------------------------------------------- you may have to just copy the first three sentences and put it into the google search, the link is difficult, at least for me. I would like you to see this text though -------------------------------------------------- Note added at 15 hrs (2013-09-08 15:06:08 GMT) -------------------------------------------------- here is another interesting link, again linking to the "hospodaření" in my other link, the pdf. -------------------------------------------------- Note added at 1 day23 hrs (2013-09-09 23:16:02 GMT) Post-grading -------------------------------------------------- You are welcome, Timoshka |
