minimum social entitlements Explanation: I understand this refers to the minimum scope of social services to which residents are entitled (listed in the Social Services Act), not a financial benefit. |

socio-legal minimum Explanation: Chápu to tak, že pokud chce někdo dostávat příspěvky (od státu), musí splňovat určité podmínky a to jak sociální, tak i právní (ze zákona). V překladu bych nechal i "legal" ne pouze "social", aby se tyto právní podmínky nevytratily. |
