English term or phrase: deadbeat dads with their sagging pants
It is for subtitling a video of Contrapoints (American English), a youtuber mixing political and sociological analysis with humour.

In the extract, He's commenting the statement of another youtuber with irony (see after the quote).

“Racism isn’t the explanation for everything bad that happens to black people. If blacks are getting shot and going to jail more, it’s their fault for committing crimes”.
That’s right, racial inequality in America exists because black people simply decide to commit more crimes for no reason.
I guess he’s probably going to blame the rap music. Or deadbeat dads with their sagging pants?

* Sagging pants : "un baggy" (in France)
https://fr.wikipedia.org/wiki/Sagging

* Deadbeat dad
1. I have a definition with Wikipedia : https://en.wikipedia.org/wiki/Deadbeat_parent
A father that doesn't pay child support.
Which is close to "defaulting parents" = parents défaillants

2. According to the Urban dictionary: https://www.urbandictionary.com/define.php?term=deadbeat dad
It can also be "A man who believes that having a job means that any form of child care is not his job. " #Bad dad
like in this conversation :
Mom: can you please help me by giving me a break?
deadbeat dad: give YOU a break? I work all day. All you do is sit on your ass at home and watch kids. Sounds easy to me.

I could choose a slang word for father like "daron"

* Looking at hip-hop culture

They see their father everyday, and they don't know who he is
> Ils croisent son père tous les jours, et ils ne savent pas qui il est
Seen him last night, homey roll a E-class
> Je l'ai vu l'autre nuit, au volant d'une classe-E (1)
Mad cheese in the stash, still a **deadbeat dad**
> Cherchant à se planquer pour bouffer, juste un **branleur de père**
I bring her, Pampers and food, just to stop through
> J'ai pris pour elle, des Pampers et de la nourriture, juste histoire de l'aider

So I would finally propose in this context
" Or deadbeat dads with their sagging pants?" = "Ou des branleurs de pères en baggy?"

Asker: Merci! Avec une périphrase, c'est plus imagé effectivement.
