Explanation:
This is about the rate of narrowing of the foundations as they penetrate further into the river banks. The greatest strength is required in the channel itself and in the part of the structure embedded in the banks closest to the water channel. That's because that part of the structure has to resist the strongest forces from the water retained by the dam, from water flowing through the sluices and from the weight of the dam itself. As the foundations penetrate further into the banks, those forces will have been dissipated by already having been largely taken by the structure closer to the water channel, so less thickness is required.
