Yes, this is what we call 'in-breeding' or 'interbreeding' — there's a lot of it around where I live! You can see why the Bible forbids it — the gene pool gets too restricted.

Yes, I think the person mistakenly used the wrong term, which ought to have been 'in-breeding' — though people do also use 'interbreeding' in this sense, where it is clear it refers to 'interbreeding within a genetically-close group'.
