Если это просто рекласный буклет (а судя по всему это так) то не расшифровывать, а писать как есть. Общепринятая практика что названия сертификаций (PMP, PHR, ITIL, CCNA, CCNP, etc) не расшифровываются, если текст конкретно не о ней.

Вообше, ITGC были придуманы в качестве реагирования на Sarbanes–Oxley Act (SOX) и чаще всего в русской практике называются "система внутренних контролей", реже "система общих контролей" и уж совсем изредка "система контролейц на уровне инфраструктуры"
