A mi juicio, aunque no diría que "estatuto" y "statute" son exactamente faux amis, en todo el tiempo que llevo traduciendo textos jurídicos, nunca he visto la palabra "estatuto" o "estatutario/a" para referirse al cuerpo de leyes que rigen un país. Se tiende a utilizar en lo referente al reglamento de las personas jurídicas, p.ej. estatutos sociales, aunque también tiene otros usos. En la doctrina, la palabra que equivaldría al término inglés "statute" es "ley".

En este caso, se trata de un gravamen que se constituye por una cuestión legal, sea impuesto por la ley directamente, o indirectamente por resolución judicial.
