"My Lord, the objection of the respondent is to the effect that this honourable court cannot grant provision by relying on the ground that the court (it goes inaudible after this)"

I am translating the audio of a court hearing and I am struggling a bit with this sentence. I have translated it as the following, but I don't think i am translating "to the effect that" the best way:

"Señoría, la objeción del demandado se basa en que este honorable tribunal no puede conceder las medidas basándose en que el tribunal"

agree  Angelo Berbotto: es mucho más directa que la otra opción - el "to the effect that" se usa como muletilla por los abogados en los tribunales, y no aporta nada específico en mi opinión
