French term or phrase: Attendu que
Hi,

I am translating a diploma from the Université de Montréal. The first sentence is

"Attendu que le Conseil académique de l'École Polytechnique atteste que X a terminè les études du programme de premier cycle en..."

"Attendu que" in legal jargon is translated by "whereas" and wanted to verify that it was also used in this context.

This is for Australia.

Thanks

whereas/given that
Explanation:
A couple of possibilities, but I'll leave it up to you to check these two options against Australian legalese.
