I think this simply means that when the vessel is supposedly going off for refit, the voyage must not be used for fishing.

Think you'd do better to reohrase it a bit to make it sound more natural in EN.

Though I fear that you have introduced a potential ambiguity there, as your wording makes it sound as if the refitting is intended to make the vessel suitable for the purpose of fishing.

I think a little re-phrasing would be advisable!
