This in the description of a stairway assembly operation:

Dans un premier temps assembler les marches et limons bas et les marches et limons haut
Positionner la partie basse au sol et sur les poteaux d’attente de la structure principale
Positionner la partie haute entre les poteaux d’attente et l’attente haute
Attente haute
Une fois l’escalier en place et assemblé, le souder à la structure principale à la fois aux poteaux d’attente mais aussi à l’attente haute par des cordons de soudure périphériques d’angle continus

I have found "starter bar" corresponding to attente in the context of a stairway, however I don't see what the poteaux d'attente are?
Any ideas?

Explanation:
Faced with the dearth of answers from the super-experienced construction specialists here (you know who you are), this seems to fit the context.

Clearly the bottom and top of a staircase must sit on something very solid.

One slight niggle for me is that I'd have expected "en attente".
