French term or phrase: mis à l'enquête publique
I'd like to have classified this under /Urban/ Development or Planning, but they don't seem to be options. This concerns the redevelopment of the area around Bruxelles-Midi railway station. I'm not totally au fait with the steps in a UK development plan, but I'm wondering whether this would be equivalent to "put out for public consultation" rather than the more literal "go before a public enquiry". I have a feeling a public enquiry wouldn't feature in the UK process. Text is for a Belgian company's employee magazine.

English translation:put out for public consultation
Explanation:
In the UK, a consultation takes place before the decision is made. A public enquiry is undertaken on a decision that has already been made and where it is being challenged as wrong or unlawful in some way.

At the risk of "shoehorning" this into the UK equivalent, I feel this is the best solution, given that "public enquiry/inquiry" would suggest something "after the fact", a way of finding out what went wrong, for instance (cf. Grenfell public inquiry). Thanks, everyone.

neutral  AllegroTrans: Agree that's what happens in UK, but why reject "public enquiry"? Translation needs to reflect the Belgian reality, not UK

agree  Libby Cohen: Sounds good to me. Here in Québec they talk about Audiences publiques (Public hearings or consultation) for various major development projects. "Enquiry" has a negative connotation and seems reactive (as in an enquiry into something that went wrong).

neutral  writeaway: Agree with AT. This is a regular practice here and these signs are posted in front of most buildings or areas about to undergo changes. The changes at the Gare du Midi area will be very substantial

available for public investigation

Explanation:
The past participle of 'mettre' (to place) is used as an adjective to qualify that a thing is available for public investigation.

OK, since it's not about a judicial investigation, but town (urban) planning, the word 'investigation' might be about too much of a study, and I believe you don't like 'inquiry' either in the context of town (urban) planning. Maybe "... available for public view (or public peruse) .." would be better. (peruse is careful reading)

Since a planning application is placed to be available for the public (mis à l'enquête publique), the work 'consultation' as a definition of 'enquête' (meaning 'inquiry', 'survey', 'inquest', 'investigation') is not entirely appropriate since the application is to be made available for the public. Normally consultations would be held privately and not publicly. Since 'investigation' makes you think of a police issue and suspected criminality then you might consider 'public surveillance' as a more appropriate definition. (surveillance means close observation). Instead of 'investigation' which may be a procedure used to check for problems and issues.

Example sentence(s):
  • Celui du quartier à la sortie de la gare devrait être 'mis à l'enquête publique' au second semestre de 2020.
  • The one from the district at the station's exit should be available for public investigation in the second part of 2020.

disagree  AllegroTrans: Lisa this is nonsense; this is about a planning application, it does not get "investigated" (unless there is some sort of criminality involved).

available for public viewing or inspection

Explanation:
I suggest 'available for public viewing or inspection' instead of 'public consultation' though in this case a private consultation may be beneficial. It's about building and facilities development plans which aim to define strategic directions and statutory regulations within the district's geographic range. The place name mentioned is the capital region of Brussels. Among the ten building and facilities development plans, the one at the area by the station's exit should be available for public inspection (viewing or surveillance are also possibilities). In the latter half of 2020 colleagues will be able to request planning permission (or a permit) to carry out the project.

Example sentence(s):
  • Among the ten building and development facilities projects, the one at the area by the stations's exit should be available for viewing in the latter half of 2020. From then on colleagues will be able to request a permit to carry out the project.
  • Parmis le dizaine des plans d'aménagement celui du quartier à la sortie de la gare devrait être mis à l'enquête publique au second semestre de 2020. Des collegues pourront dès lors introduire la demande de permis du projet.
