I rather like the first posted suggestion of "drawn up" but in context that can be taken to mean that the Committee has acutally drawn up a document. The text goes on to indicate that an insurance may be taken out, thus at some later stage. It remains open to ambiguity. A more straightforward interpretation works for me here. The committee in question has noted, made a record of a something in particular . Remark about "comité idoine". The term "idoine' is the reserve of legalese. It describes a committee in particular, but also a particular committee.
