Acter, donner acte à = establish, draw up, record, note, make a note of, ...

I rather like the first posted suggestion of "drawn up" but in context that can be taken to mean that the Committee has acutally drawn up a document. The text goes on to indicate that an insurance may be taken out, thus at some later stage. It remains open to ambiguity.

A more straightforward interpretation works for me here. The committee in question has noted, made a record of a something in particular .

Remark about "comité idoine".
The term "idoine' is the reserve of legalese. It describes a committee in particular, but also a particular committee. If in context it refers to a committee created for a particular purpose, then "ad hoc" committee would be the right term.

neutral  ormiston: small point perhaps but 'actée' is feminine because it goes with 'demande' - is the best verb really 'establish' ? maybe more 'duly registered'

neutral  Nikki Scott-Despaigne: Agree totally with "recorded" - I overlooked that "actée" referred to "demande". However, your suggestion overlooks the fact that "idoine" goes with "comité". A "comité idoine" means appropriate or ad hoc committee; nothing to do with "duly".

neutral  Nikki Scott-Despaigne: You need an article, otherwise you can say "drawn up in committee". Here there is reference to a committee 'idoine' a particular committee although we do not know which one. Note also double consonants in 'committee'.
