If it is not about cars (but still about some mechanism that moves, rotates, etc.), then you could use «pre-crash braking system» (instead of «pre-collision braking system»). I think the word «crash» covers the meaning of «avarija»/«avarinis» in a variety of technological sectors. And «braking» means stopping or halting a device by means of a mechanism.
