"Avslutningsvis angis eventuelt fra- og til-tidspunkt for utsøking av informasjon."

On re-reading your question, I see that you only ask about the order of the prepositions in Norwegian.

The order "from - to" is natural when referring to times or dates,and would be the same in English.

"Til og fra" in a "spatial" sense or in the sense of "hither and thither" or "to and fro" would have the same order in Norwegian as it does in Danish (and English).

Looking at this again, the order of the directions in the \"spatial\" expressions seems to vary. In expressions like \"hither and thither\" and \"here and there\", it goes one way. In \"to and fro\", it goes the other. This applies equally in the Scandinavian languages. Indeed, all three English expressions are of Scandinavian origin.
