Norwegian term or phrase: budskapsnotat
Used in the PR realm when listing items to have available for crisis management, both as just "Budskapsnotat" and "Budskapsnotater til sentralbord".

I thought originally this would be a "talking points memo" as we call it here in the U.S., but I see from the link below that is possibly not correct, as it is used for publicly-released communications as well. Note that the source document also uses "pressemelding" separately, so it's not that.
