Я переговорил со знакомым метрологом. Вы правы. Очередная поверка должна состояться тогда, когда на момент ввода объекта в экусплуатацию прибор хранился/бездействовал больше половины межповерочного интервала, т.е. если дата ввода в эксплутацию пришлась на вторую половину паспортного МПИ прибора. Т.о. если, например, МПИ по паспорту = 4 года, паспорт выдан в 2012 г., а объект вводят в эксплуатацию в 2015 г., то прибор сразу поверяют. Вот выдержка из Технические требования на проектирование, изготовление, поставку, шефмонтаж, пуско-наладку и сдачу в промышленную эксплуатацию «Роснефть». 1750712/0002Д003-ПП-016.002.000-ТК-ТТ-02. Тогда исправленный перевод: An instrument has to be recalibrated if by the time the facility is put on line the instrument has been idle/off-line for longer than a half of its initial calibration interval / calibration interval recommended by the manufacturer. Или: An instrument has to be recalibrated if the facility is commissioned in the second half of the initial calibration interval / calibration interval recommended by the manufacturer.
