Asking the client wasn't much help, so I'm just going with "councils". I offered him choices for a couple of other similar terms and he'll just replied "OK", but without choosing one, so I'll just use whichever version takes my fancy. I mean if they can't be bothered going the extra mile, why should I? Thanks to everyone who chipped in on this query.

Just a suggestion.

"Local councils is a universal term for community, neighbourhood, parish and town councils, and are the first tier of local government." (From the National Association of Local Councils - England).

So, Local Council would be the blanket term for the lowest level of local government. I might be inclined to go for Community Council for Junta Vecinal because I think it fits the rural context. Neighbourhood Council might sound too urban to me.

Asker: Neighbourhood Boards gets a lot of convincing hits, cheers. I'll probably end up sending the authors a list of options and they can decide which they prefer.

Asker: I asked the client and all he said was "Las juntas vecinales son como los municipal councils pero de barrios rurales."... So I'm going with councils for this.
