This is from a text by a team of Argentine economists on taxes on sugary drinks in different countries in the region. The tax submitted to the Colombian Congress was not passed:

El impuesto hubiera sido de CLP 300/l, de alcance nacional, monofásico a nivel de los productores o importadores. Hubiera aplicado (como es frecuente en estas iniciativas) a los polvos para reconstituir bebidas.

Is CLP 300/l the name of the bill (doesn't seem so, with the use of the "de")?

Explanation:
I think they mean COP (Colombian pesos) rather than CLP (Chilean pesos). "l" is litre. CLP 300 is about 39 cents, which is a lot, whereas COP 300 is 8 cents, which sounds about right.

The article is written by Argentinians, and this bit is about Colombia, so it can't be Chilean pesos.

agree  AllegroTrans: OK with the structure not 100% convinced it's Colombian pesos though; amazing that asker has not worked out 300 (whatever) per litre given the context

  -> Thanks! To be fair, I didn't see it straight away. CLP doesn't make sense in the context, and I think my reference (300 pesos por cada litro) is pretty convincing.
