top-level planning / strategic planning Explanation: I think you're on the right track with "strategic planning", because it relates to the highest level of planning but I believe "top-level planning" is good alternative. Top-level planning decisions of an organization are examined in the framework of Cyert and March's A Behavioral Theory of the Firm.
