neutral  Yvonne Gallagher: "shall" is incorrect here. It's not a question of wanting "to avoid it" but of meaning//"shall" is often used incorrectly as it can be interpreted in different ways so is omitted by many lawyers these days.

  -> There're countless examples [...] even from official sources. According to Black's Law Dictionary, shall is used with 5 different meanings, so plain English supporters avoid it and "old-school" lawyers use it.
