This is a review of a photography show by Argentine artist Lihuel González:

Dos retratos enmarcados, sobre las paredes, están tomados en exposiciones de tiempo prolongadas y se ven “vibrados”, lo que en la jerga significa que la imagen registra y superpone los desplazamientos del sujeto, y, a consecuencia de ello, pierde nitidez

Seems more specific than simply blurred.

Motion blur is the apparent streaking of moving objects in a photograph or a sequence of frames, such as a film or animation. It results when the image being recorded changes during the recording of a single exposure, due to rapid movement or long exposure.
