Por contexto.

En Chile existe la voz perso/persos utilizada con el sentido de hablar o actuar sin inhibiciones (tener personalidad), aunque no parece que sea éste su uso. De hecho aquí parece utilizarse perse/s con el sentido justamente contrario; sin perses con el sentido de sin miedos, sin inhibiciones.

Claro que es sólo una aventurada suposición; el original resulta ciertamente difícil de leer.

Explanation:
In Spain, "gente sin complejos" is a similar, familiar expression. It is even the name of a Facebook group.
Caveat: The English definition in the word reference link below is a bit ropey, but with a little effort you can expand it with less sweary versions than Justin's :-)
