This is a report from an NGO working with vulnerable families in Ecuador "Propuesta de incidencia con el Estado: propuesta, objectivos y resultados."

It uses "incidencia" several times

E.g, in a heading "Incidencia y fortalecimiento interno: desarrollo de capacidades internas para la abogacia"

Also, "Resultado: XXX NGO XXX implementa, como prioridad estratégica, una línea comunicacional para el desarrollo y la incidencia alineada a la política de programa y fundamentada en los principios y directrices de las NNUU para el cuidado alternativo,..."

"Objetivo: Fortalecer la incidencia para la generación de políticas públicas de interés para XXX NGO"

Does " incidencia" mean "action" in this context e.g. proposal for (joint) action with the state? Or does it imply influencing / lobbying?

Explanation:
Advocacy is right the term of art when “incidencia” is used in the context of NGOs and cooperation for development, certainly in Latin America, but also in other regions of the world. Your text clearly has to do with NGOs and their work with vulnerable people in Ecuador.
“Incidencia” is a noun derived from the verb “incidir”, which literally means “have an impact on” or “influence on”. Of course “indecencia” is a planned action, but “action” falls too short in my opinion to transmit the appropriate meaning conveyed by “incidencia” as used in the NGOs´ jargon.

Needless to say, “advocacy” is one of the key terms in the UNO´s specialised terminololgy, but also for humanitarian agencies, community-based organizations, local and international media, regional bodies, etc, all in all an extremely important term.
