I can't find any references to the term "Fördröjningskonto" online.

Nor can I find evidence (so far) of a term like "delay account" in English, at least not as a banking term.

Explanation:
My hunch is that this could be an escrow - holding - account though, having done UK conveyancing of land where escrow means a deposit of deeds and docs. subject to a condition, am loath (one British translation client: 'loathed') to use the term in the context of an account.

We really need to know what goes in and out of the a/c.

Explanation:
Given that this can't be found anywhere at all, might it be that they have used the wrong Swedish word for "suspense account" (bevakningskonto), i.e. a general ledger account where you put something until you know what to do with it. A bit of a long shot I suppose.
