Riassunto
Questo lavoro vuole offrire un quadro sintetico, alla luce dei più recenti dati statistici e delle evidenze emerse nel corso del Terzo Congresso Nazionale di Selvicoltura (2008), in merito alle potenzialità e alle criticità connesse al settore delle produzioni forestali in Italia. Viene sottolineato il crescente interesse verso prodotti in grado di soddisfare consumi responsabili, a ridotto impatto ambientale, di qualità e con forti legami con il territorio, con particolare riferimento alla domanda di: legno come materiale da costruzione ottimale per le esigenze del costruire e dell’abitare sostenibile; prodotti non legnosi; biomassa legnosa per energia. Di fatto, la gestione sostenibile non è in conflitto con l’uso produttivo delle risorse forestali, senza il quale l’abbandono dei boschi, già significativo, si estenderebbe ulteriormente. I proprietari di boschi, sui quali ricade il compito di rispondere alle sfide che provengono dai mutamenti sociali, economici e culturali, vanno aiutati a coniugare una gestione ecologicamente e socialmente sostenibile con la possibilità di non deprimere le produzioni legnose e i relativi redditi. Vengono a tal fine delineate alcune strategie operative.
Introduzione
È evidente, anche agli osservatori meno attenti, la profonda trasformazione del settore delle produzioni forestali avvenuta negli ultimi anni in Italia. Nuove funzioni e ruoli culturali e sociali attribuiti ai boschi hanno determinato una crescita dell’importanza, ma anche della complessità, dell’intero sistema.
Ne è prova il vasto e significativo aggiornamento registrato nell’ultimo decennio relativamente agli strumenti programmatici, normativi e regolamentativi della gestione forestale, a livello internazionale (vd. il Forest Action Plan della Unione Europea e le Risoluzioni della Ministerial Conference on the Protection of Forest in Europe), nazionale (vd. D.L. 227/2001 e il Programma Quadro del Settore Forestale) e regionale (leggi forestali regionali, regolamenti forestali, disciplinari, …). In particolare, si è andato precisando e coniugando operativamente, anche sotto il profilo istituzionale, il concetto di gestione sostenibile delle risorse forestali.
In questo contesto, il presente lavoro ha lo scopo di offrire un quadro sintetico, alla luce dei più recenti dati statistici e delle evidenze emerse nel corso del Terzo Congresso Nazionale di Selvicoltura (2008), in merito alle potenzialità e alle criticità connesse al settore delle produzioni forestali in Italia.
Evidenze statistiche
In Italia il macrosettore foreste-legno-carta comprende 300.000 addetti (settore forestale allargato secondo la classificazione ISIC/NACE 02-20-21) e rappresenta una quota pari al 0.9% del prodotto interno lordo (BERTI et al., 2009).
Le condizioni produttive di riferimento possono essere sintetizzate nei seguenti dati:
- circa un terzo del territorio nazionale è coperto da foreste e altre aree forestali e queste superfici continuano a crescere (tasso di espansione pari a circa 0.2% all’anno);
- anche la massa legnosa complessiva dei boschi italiani continua crescere (attualmente circa 1250 Mm3, in media quasi 150 m3ha-1);
- circa 80 % della superficie forestale risulta potenzialmente disponibile al prelievo legnoso, cioè non soggetta a limitazioni significative dovute a norme/vincoli o a cause di tipo fisico;
- d’altro canto, il progressivo abbandono delle attività agricolo-forestali in molte zone collinari e montane ha provocato una sostanziale riduzione degli interventi colturali (circa il 40 % dei boschi italiani non è interessato da alcun tipo di pratica selvicolturale); la quantità di legname da opera prodotta annualmente è in costante regressione mentre nei cedui, tranne quelli di faggio, il livello delle utilizzazioni legnose si mantiene relativamente sostenuto (anche se le statistiche ufficiali sembrano incapaci di cogliere il fenomeno);
- si registra una certa tendenza alla concentrazione delle utilizzazioni legnose nelle zone più facilmente accessibili, a cui talora si accompagna la semplificazione delle tecniche colturali nell’intento di ridurre i costi.
Nel complesso, la produzione nazionale di legname (circa 9-10 Mm3anno-1, secondo le statistiche ufficiali) è in grado di alimentare solamente il 20 % del fabbisogno, sebbene l’incremento annuale della massa legnosa dei boschi italiani sia molto maggiore della quantità di massa annualmente utilizzata. Peraltro, ciò non va semplicisticamente interpretato deducendo che nel nostro Paese esista attualmente la possibilità di un aumento generalizzato dei prelievi legnosi: sotto il profilo bioecologico, le provvigioni legnose sono infatti ancora relativamente deficitarie per una significativa parte del patrimonio forestale nazionale. In varie situazioni esistono comunque condizioni idonee per un calibrato aumento delle utilizzazioni legnose, sia in foresta che fuori foresta, da valutare caso per caso, in una logica di sostenibilità e attraverso gli strumenti della pianificazione forestale.
Condizioni analoghe si riscontrano in varie situazioni per i prodotti forestali non legnosi (il cui valore è ufficialmente valutato, per difetto, in circa 140 milioni di euro all’anno) e che in talune aree possono garantire redditi addirittura superiori a quelli ritraibili dalle utilizzazioni legnose (vd. il caso della vendita dei permessi per la raccolta dei funghi nell’Altopiano di Asiago).
Uso produttivo del bosco
L'uso produttivo del bosco, senza il quale l’abbandono dei boschi si estenderebbe ulteriormente con effetti negativi di natura sia economico-occupazionale che paesaggistica, è in armonia con la gestione forestale sostenibile. Strumento indispensabile sono le utilizzazioni forestali, purché accompagnate dalla necessaria viabilità forestale, da una educazione permanente ai lavori selvicolturali, anche per contrastare il lavoro irregolare, e dalla diffusione dell’associazionismo in modo da permettere l’uso di macchine e attrezzature tecnologicamente avanzate e a limitato impatto (BALDINI et al., 2009).
A riguardo delle utilizzazioni dei prodotti forestali è opportuno sottolineare il crescente interesse verso beni in grado di soddisfare consumi responsabili, di qualità e con forti legami con il territorio, con particolare riferimento alla domanda di:
(i) legno come materiale da costruzione ottimale per le esigenze del costruire e dell’abitare sostenibile (a es., bioedilizia e arredo con legno massello/lamellare);
(ii) prodotti non legnosi (sughero, castagne, funghi, piccoli frutti, erbe aromatiche, ecc.) con la crescita di occasioni di reddito collegate anche alla connessa fruizione turistico-ricreativa e culturale dei boschi, nel qual caso risulta sempre più fondamentale la certificazione e la tracciabilità di questi prodotti (DETTORI et al., 2009);
(iii) biomassa legnosa per energia, pur nella consapevolezza che la quantità di biomasse forestali utilizzabili a tal fine (potenzialmente non più di 2.5-3 milioni t s.s. all’anno, a livello nazionale) è comunque significativamente inferiore rispetto al consumo (l’Italia è il primo importatore mondiale di legname da combustibile).
Strategie operative
I proprietari di boschi, sui quali ricade il compito di rispondere alle sfide che provengono dai mutamenti sociali, economici e culturali, vanno aiutati a coniugare la gestione sostenibile, la rinaturalizzazione e la conservazione della biodiversità con la possibilità di non deprimere le produzioni forestali e i relativi redditi. Di fatto, nessuna delle funzioni richieste al bosco può essere perseguita senza un coinvolgimento diretto dei proprietari, tale da permettere una concreta implementazione dei molteplici aspetti economici, sociali e ambientali che contraddistinguono la gestione sostenibile. I proprietari italiani di boschi si trovano però a operare in condizioni di difficoltà per la frammentazione della superfici gestite e l’inadeguato accesso a un mercato sempre più globale e competitivo, aggravate spesso dalla carenza di infrastrutture e di idonee forme di integrazione gestionale e cooperazione commerciale (BERTI et al., 2009).
In tal senso occorre sostenere le filiere bosco-prodotti forestali, con particolare riferimento alle filiere corte (collegamento dei sistemi locali forestali con i sistemi locali della lavorazione e trasformazione dei prodotti ritraibili: vd. l’esperienza della “cabina di regia” della Provincia Autonoma di Trento). Le misure previste dal Regolamento per lo Sviluppo Rurale (2007/2013) offrono opportunità a favore delle suddette filiere e l’attuale revisione del Piano Nazionale e dei Piani Regionali, con i fondi aggiuntivi assegnati dalla UE nell’ambito dell’Health Check, può rappresentare una ulteriore opportunità in questa direzione.
Le strategie per una efficace offerta di prodotti e servizi forestali richiedono adeguate capacità imprenditoriali e la presenza di una serie articolata di servizi di impresa (BERTI et al., 2009).
Anche per la valorizzazione della filiera dei prodotti legnosi ottenuti fuori foresta si avverte la necessità di passare gradualmente da una politica di sostegno delle piantagioni, basata sugli incentivi, all’impianto a una politica basata sull’offerta di servizi alla gestione e alla vendita (BISOFFI et al., 2009).
È inoltre fondamentale un mercato trasparente (vd. a es. le borse del legno attivate, peraltro non sempre con modalità soddisfacenti, in alcune Regioni). In questa prospettiva si colloca anche l'introduzione di meccanismi riconosciuti di valutazione della sostenibilità, quali la certificazione forestale, utile se adeguatamente orientata ad aggiungere valore alle produzioni e ai servizi ecosistemici (GALLOZZI, 2009) e che già oggi interessa un consistente numero di operatori (716.402 ha e 48.766 ha di boschi certificati PEFC e FSC, rispettivamente; 201 e 514 imprese certificate nelle catene di custodia PEFC e FSC, rispettivamente).
La introduzione di una figura giuridicamente e fiscalmente riconosciuta di imprenditore forestale (attualmente chi opera in questo settore viene in genere considerato come imprenditore agricolo, talvolta come artigiano) permetterebbe poi di valorizzare e stimolare ulteriormente l’imprenditorialità nei diversi settori legati alle produzioni del bosco, con conseguenze positive sulla programmazione, sulla gestione e sulle professionalità, riducendo la precarietà stagionale e l’irregolarità tipiche delle aree marginali e contribuendo ad aumentare la sicurezza e la stabilità di chi opera nel settore, con ricadute importanti sull’economia e l’occupazione.
Particolare attenzione va dedicata inoltre alla creazione di mercati per valorizzare i servizi ecosistemici. Il riconoscimento della funzione pubblica delle foreste può avvenire a diversi livelli e le istituzioni devono svolgere un ruolo in termini di responsabilizzazione della società civile in tal senso.
In questa prospettiva, oltre a rendere operativo con adeguati finanziamenti il Programma Quadro del Settore Forestale, è opportuno che venga potenziato l'Osservatorio nazionale del mercato dei prodotti e dei servizi forestali previsto dal D.L. 227/2001, per valorizzare i servizi pubblici del bosco e il coordinamento del quadro normativo, gli aspetti inerenti le competenze forestali e ambientali, agevolando l'incontro tra domanda e offerta.
Importante è infine l’incentivazione di attività innovative di ricerca e sviluppo nei settori della gestione selvicolturale (IOVINO et al., 2009), dell’arboricoltura da legno (BISOFFI et al., 2009), delle utilizzazioni forestali (BALDINI et al., 2009), della tecnologia del legno e prodotti derivati (BRUNETTI et al., 2009) e della conservazione e trasformazione dei prodotti non legnosi (DETTORI et al., 2009), anche in raccordo con la ricerca a livello internazionale, secondo il modello e gli orientamenti della Forest-Based Sector Technology Platform istituzionalizzata a livello di Unione Europea.
Considerazione conclusiva
La necessità di attivare capacità imprenditoriali per valorizzare risorse sotto o male utilizzate in contesti territoriali talora marginali quali quelli in cui prevalentemente insistono i sistemi forestali richiede un cambiamento di mentalità e funzioni nelle direzioni sopra delineate. Le amministrazioni pubbliche, gli ordini professionali e le associazioni di categoria hanno una responsabilità decisiva in questa prospettiva e l’Università un importante ruolo formativo e informativo.
Translation - English SILVICULTURE, FOREST PRODUCTION, CERTIFICATION AND WOOD CHAIN IN ITALY
Summary
This text has been written to offer a brief outlook of the potential and critical points in Italian Forestry following the outcome of recent statistics and evidence that emerged from the Third National Congress of Silviculture (2008). Growing interest towards products which satisfy sustainable use has been highlighted, considering reduced impact on the ecosystem, high quality and a strong bond with the territory, relating in particular to the demand for wood as an optimal building material for sustainable construction and living; non-wood products; wood biomass used for energy. Sustainable management is not in conflict with a productive use of forest resources without which we risk further neglect and desertion of the forest. Forest owners must be helped to combine ecologically and socially sustainable management of the forest without leading to a decrease in production and related income, as they are the first to have to answer the challenges of social, economic and cultural mutations. For this purpose we have outlined some operative strategies.
Introduction
The great transformation in the Forestry Production field of the last few years in Italy appears very obvious. New functions and cultural and social roles attributed to the forest have determined a growth in the importance and the complexity of the entire system.
The vast and significant updating of the programmatic, legal and regulative frameworks for forestry management in the last decade at an International ( see Forest Action Plan of the European Union and the Resolutions of the Ministerial Conference on the Protection of Forest in Europe), National (see Legislative Decree n. 227/2001 and the Forest Sector Platform) and Regional level (regional forestry laws, regulations, disciplinary actions,...). The concept of sustainable management of forestry resources has been clarified and fused operatively under the Institutional profile as well.
In this context the objective of this paper is to offer a brief outlook of the possibilities and the problems related to Forestry Production in Italy, based on recent statistics and evidence which were presented during the Third National Congress of Silviculture (2008).
Statistical evidence
The macro-sector of forestry-wood-paper employs 300,000 in Italy (broadened forestry sector according to the classification ISIC/NACE 02-20-21) and represents 0.9% of gross domestic product (Berti et al., 2009).
Reference production conditions may be summarized as follows:
- almost a third of Italy is covered by forests and other forest areas and these areas are growing continuously (the expansion rate is about 0.2% per year);
- total wood biomass of Italian Forests is also in constant growth (actually about 1250 Mm3, with a ratio of almost 150 m3ha-1);
- more or less 80% of the forest area is potentially available for wood harvesting and is not under any kind of significant limitation due to regulation/restrictions or physical causes;
- the progressive desertion of agricultural-forestry activities in many hill side and mountain areas has caused a substantial decrease of cultivation (about 40% of Italian forests are not subject to any kind of silviculture); the quantity of construction wood produced annually is in progressive regression while coppice wood, with the exception of beech wood, is in a relatively sustained state (although the official statistics seem incapable of registering the phenomenon);
- a certain tendency to concentrate the use of wood in more accessible zones has been noticed, in which a simplification of cultivation techniques is applied in order to reduce costs.
On the whole, the National production of timber (about 9-10 Mm3year-1, according to official statistics) is capable of supplying only 20% of the demand, even though the annual increase of wood biomass of Italian forests is much greater than the quantity actually used. However, this is not to be interpreted simplistically as a possible increase in current wood harvesting: the quantity of national wood is still relatively below bio-ecological standards concerning a significant part of the national forest estate. In many situations the conditions are suitable for a gradual increase of the use of wood biomass, in forests and other areas, which need to be evaluated individually, using a sustainable approach and forestry planning methods.
Similar conditions are encountered in various situations for non-wood forest products (the value of which is estimated to be about 140 million euro per year or more) which can also guarantee in certain areas a revenue superior to those derived from wood harvesting (as in the case of resale of mushroom picking permits on the Asiago Plateau).
Productive forest use
Productive use of forests is necessary in order to stop their neglect, which would imply negative effects at socio-occupational and landscaping levels, and is harmonious with sustainable forest management. The use of forests is fundamental, with proper road management, and must be completed by permanent education in silviculture in order to hinder irregular work and to promote the diffusion of associations which would allow the use of technological, limited impact machines and equipment (BALDINI “et al”, 2009).
Considering the use of forestry products we must highlight a growing interest in goods capable of complying to sustainable use requirements with high quality and a strong bond to the territory, with particular reference to the demand for:
(i) wood as an optimal construction material for sustainable building and living requirements (such as ecological building and solid/ laminate wood furnishings);
(ii) non-wood products (cork, chestnuts, mushrooms, small fruit, aromatic herbs, etc.) with expanding occasional income linked to tourist-recreation and cultural use of forests, in which case the certification and traceability of these products is of fundamental importance (DETTORI et al, 2009);
(iii) wood biomass for Energy use, bearing in mind that the quantity of forest biomass usable for this purpose (potentially not exceeding 2.5-3 million tons per year/nation-wide) is still significantly lower than the quantity in use (Italy is the leading importer of wood as fuel).
Operational strategies
Forest owners, who are the first to answer the challenges arising from social, economic and cultural mutations, must be helped in the organization of sustainable management, re-naturalisation and conservation of bio-diversity, without slowing down forest production and its related income. None of the functions demanded can be carried out without direct cooperation of the owners, in order to obtain a concrete implementation of the many economic, social and environmental aspects which distinguish sustainable forest management. Italian forest owners find themselves in a difficult situation because of the conditions due to the fragmentation of the managed areas and with inadequate access to a growing global and competitive market, often weighed down by the lack of infrastructures and correct modes of integration management and commercial cooperation (BERTI et al., 2009).
The forest/forest products sector is in need of support, particularly regarding the short distance sectors (local forest system connection to local processing and transformation of forest production: as in the “director’s cabin” experience of the Province of Trento). The measures provided by the Rural Development Regulation (2007/2013) offer opportunities in favour of the above mentioned sectors and the current revision of the National Plan and its Regional Plans, with the addition of the funds assigned by the EU for Health Check, may represent yet another opportunity in the same direction.
The strategies for efficient product supply and forest services necessitate adequate entrepreneurial capacities and the presence of a series of articulate business services (BERTI “et al”, 2009).
Gradual change from a plantation supporting policy, based on incentives, to the creation of a policy based on the offer of management and resale services (BISOFFI “et al”, 2009), is necessary for the optimization of wood products obtained outside the forest sector.
It is furthermore necessary to have a clear market (such as the Wood Market, activated in some Regions, not always under satisfactory conditions). Considering this aspect we find the introduction of recognized mechanisms for the evaluation of sustainability, such as forest certification, is useful if adequately oriented to add value to production and ecosystemic services, (GALLOZZI, 2009), and is already used by a significant number of operators (716.402 ha and 48.766 ha of certified forests PEFC and FSC, respectively; 201 and 514 certified companies in the PEFC and FSC Chains of Custody, respectively).
The introduction of a legal and fiscally recognized figure such as the forest entrepreneur (currently considered a farming entrepreneur or artisan) would promote the optimization and stimulate entrepreneurship in some sectors tied to forest production, with positive consequences on the programming, management and professionalism, would reduce seasonal insecurity and typical irregularities of fringe areas, to contribute to the growth in security and stability of those who operate in this sector, with important consequential effects on the economy and employment.
Special attention must be dedicated to the creation of markets to optimize the services for the ecosystem. The recognition of the public function of the forest may happen at different levels and the institutions must do their part in terms of making the public responsible.
It would be advisable to develop the Forestry Services Market National Observatory, as required by the Legislative Decree n.227/2001, and render the Forestry Sector Programme operative with adequate funding, in order to qualify the forest’s public services, the use of regulating framework, the aspects concerning forestry and ecological skills, and to encourage the connection between demand and supply.
It is furthermore important to boost innovative research and development in the management of silviculture (IOVINO et al, 2009), arboriculture for wood production (BISOFFI et al, 2009), forest utilisation (BALDINI et al, 2009), wood technology and derived products (BRUNETTI et al., 2009), and conservation and transformation of non-wood products (DETTORI et al, 2009), also linked to international research, following the model and orientation of the Forest-Based Sector Technology Platform, institutionalized at the European Union level.
Conclusive remark
The necessity to activate entrepreneurship to optimize resources which have been under or badly developed in sometimes marginal territories, such as those in which the forestry system operates, requires a change in mentality and functions in the directions mentioned above. Public administration, professional orders and associations in this category play a role of decisive responsibility in this perspective while Universities play a fundamental role in training and information.
