ზოგადი დებულებები
,,ლიცენზიებისა და ნებართვების შესახებ” საქართველოს კანონის მე-40 მუხლის, ,,საქართველოს მთავრობის სტრუქტუ¬რის, უფლებამოსილებისა და საქმიანობის წესის შესახებ” საქართველოს კანონის მე-6 მუხლისა და ,,ნორმატიული აქტე¬ბის შესახებ” საქართველოს კანონის 131 და 50-ე მუხლების შე¬საბამისად დადგინდეს მშენებლობის ნებართვის გაცემის წესი და სანებართვო პირობები.
მუხლი 1. დადგენილების რეგულირების საგანი,
მიზანი და ვადები
1. ეს დადგენილება მოიცავს საქართველოს ტერიტორიაზე მშენებლობის ნებართვასთან დაკავშირებულ საჯარო სამარ¬თლებ¬რივ ურთიერთობათა რეგულირების სფეროს. კერძოდ, არეგულირებს საქართველოს ტერიტორიაზე მშენებლობის ნე¬ბარ¬თვის გაცემის, სანებართვო პირობების შესრულებისა და შენობა-ნაგებობის ვარგისად აღიარების პროცესს.
2. დადგენილების მიზანია მისი რეგულირების სფეროში ,,ლიცენზიებისა და ნებართვების შესახებ”¨საქართველოს კა¬ნო¬ნის მოთხოვნებისა და პრინციპების განხორციელების უზ¬რუნ¬ველ¬ყოფა.
21. იმ შემთხვევაში, როდესაც მშენებლობას ახორცი¬ე¬ლებს «საქართველოს მთავრობის სტრუქტურის, უფლებამოსი¬ლებისა და საქმიანობის წესის შესახებ» საქართველოს კანონით გათვალისწინებული სამინისტრო ან მისი მმართვე¬ლობის სფეროში შემავალი სახელმწიფო საქვეუწყებო დაწე¬სებულება, «ლიცენზიებისა და ნებართვების შესახებ» საქართ¬ველოს კანონის პირველი მუხლის მე-2 პუნქტის შესაბამისად მშენებლობის ნებართვა არ გაიცემა და მათ მიერ მშენებლო¬ბისათვის საჭირო საპროექტო დოკუმენტაციის წარმოებისა და შეთანხმების წესი დგინდება საქართველოს ეკონომიკური გან¬ვითარების მინისტრის ბრძანებით. On issuance of building license and license term
Chapter I
General regulations 56 104
Rules and terms of building license issuance must be defined in accordance with 40th article of Georgian law on “Licenses and permissions”, 6th article of Georgian law on “Rights and obligations and rules of activities of structure of government of Georgia” and 131 and 50th articles of Georgian law on “statutory acts”.
Article I. Subject of regulations, aim and term.
1. This resolution covers the field of regulation of public legal relations concerning building licenses on territory of Georgia. Specifically, regulates the process of issuing building licenses, meeting the conditions of license and recognition of building-structure as suitable.
2. Aim of decree is to ensure accomplishment of requirements and principles of Georgian law on “licenses and permissions”.
21. In case if construction is accomplished by Ministry or its governmental subdepartments defined law of Georgia on “Rights and obligations and rules of activities of structure of government of Georgia”, in accordance with 2nd point of I article of law of Georgia on “Licenses and permissions” building license is not issued and project documentation and agreement rule is determined by decree of the Minister of Economic development of Georgia. Translation - English 2. Additional property. Law says that everything that is not the part of main property is considered as additional property and dispose of it is done in ordinary way as defined by the legislation.
Giorgi Toklikashvili declares that it is necessary assign some status to the main property of municipalities. However, municipalities do not harry to register internal roads in public register, because it is considered as main property and is not subject to selling. Conventionally, when discussing local assets Giorgi Toklikashvili declared that there can be defined two bases: disposal by the state and when self-government requests disposal of property itself. Second way of municipal property formation is when it buys or creates assets itself. Municipality has the right to purchase, create or inherit some property.
One of the main problems is connected to the legal ways of property disposal and those assets that self-governing units are requesting from the state.

I am a freelance translator/interpreter with over 10 years of experience in translation, interpreting (consecutive, simultaneous).
Through my career I have worked with the leaders in the fields of human rights, education, good governance, taxation/money laundering issues, media/communications etc. As a Freelance Interpreter/Translator I have cooperated with variety of governmental and non-governmental organizations: US Embassy in Tbilisi, GIZ, Council of Europe to name the few. I am experienced in simultaneous and consecutive translations during presentations, workshops, trainings and official meetings.
Here are just few examples to illustrate the themes I have explored throughout my work, as well as my demonstrated determination, persistence and capability to work under pressure:
In 2014 and 2016 respectively, working as a translator/interpreter for two EU funded Twining projects –"Strengthening Administrative Capacity of the Georgia Revenue Service in Taxation” and “Capacity Building of the Investigation Service of the Ministry of Finance of Georgia” - have put me into a unique position of understanding Georgia’s tax environment.
Furthermore, over a year, I have worked as a translator/interpreter at Tbilisi City Court that gave me a huge experience in legal terminology and procedures.
In 2016, as a freelance translator I had the chance to work on USAID ZRDA Activity in Georgia through a translation agency Dialogi 2006. One challenge of the project was to work in partnership with another translator. Through research, analysis, comparison, as well as effective teamwork, we managed to successfully translate STTA REPORT.
And finally, I feel particularly proud for an individual grant from Open Society Georgia Foundation, for the development of a website for children with special needs and their parents. In the process I had to research similar platforms, develop user-friendly tools and translate the material considering a very specific target audience.
I form effective relations with my colleagues and find joy in working in diverse environments, which unify multiethnic and multi-religious groups. I have been characterized as a supportive team player, as well as trustworthy partner serving organizations on a continuous basis.
