DOGV/DOCV The title of this publication certainly is in Valencian (not, of course, Catalan, perish the thought... those familiar with local linguistic politics will catch my drift).
It is a bilingual Valencian-Spanish publication, double columns, Valencian on the left, Spanish on the right, both versions being official, but it has no official Spanish title. So to give the title in Spanish in a text in English would make no sense, since a Spanish title would be a translated title, and if you're going to translate it you might as well give it in English.

The question term is muddled. The title was Diari Oficial de la Generalitat Valenciana (DOGV) from 1982 to 1986, when it was changed to Diari Oficial de la Comunitat Valenciana (DOCV). In 2007 it reverted to Diari Oficial de la Generalitat Valenciana (DOGV), and it is still called that. But it make no sense to combine the current title with the former initialism. When referring to things published in it between 1986 and 2007, it should be cited as DOGV; when referring to the publication in general terms now it should be DOCV.

As for whether to translate it into English, there's no right or wrong answer. It's perfectly translatable.
