I believe that s/he is trying to say that in some areas of the company they have more levels to achieve (operadores 2 e 3 e não apenas operador 1) as a creer path. The suggestion is to widen this opportunity for the employees.
Na siderúrgica em que trabalhei, dizíamos que a carreira era em Y: uma linha que ia de analista para coordenador, gerente e gerente geral e outra linha que ia de analista para especialista (e pronto).
