In this case, and on the assumption that my discussion entry guess is correct, the proceedings are um processo protetivo de promoção e proteção regarding a child or young adult. In such proceedings, the parties are the commissão de proteção de menores and the child's parents, guardians, or some other relevant adult. However, the rights that are primarily at issue and to be promoted and protected are the rights of the child, who is the subject of, but not a party to the proceedings.
It is in this sense that such child protection proceedings are not a processo de partes.
