Not sure whether this refers to the hillside or to shantytowns. The text is about the show Utopolis:
Hillside, right?
Thanks

Any erudite person, such as a college professor who researches in this area, even if she/he is not well-versed in, or has never even been a student of Spanish, would take it upon her/himself to determine the meaning of what is better left untranslated.

neighbourhoods of Caracas
The author wished to cross the outskirts of the city to its inner parts of urban strangeness while incorporating the central image of the inner city district with aggression targeted at a prostitute during the night.

In the case the author is really the central character.
Note that a neighbourhood is an immediate environment, surroundings or a district where people live.
Although neighbourhoods are not necessarily slums, the general term is usually acceptable in English even though it deludes and evades the use of the derogatory description of a slum-like lower life existence in an undesirable part of a town where ones mother is unlikely to be invited etc.

: They are not mere "neighbourhoods" and what is the point of your (dodgily translated) "explanation"?
