Yes, something very sensitive, very fine/refined...
"fine quality leather" describes the wristband, not the whole watch.
This is a title, and �l�gance � fleur de peau IS about the whole watch..

My research has led me to believe that something "� fleur de peau" is something ultra sensitive. Fine quality leather certainly does fit, since this watch comes with a leather wristband. However, my phrase is just a title. It probably appears below a picture (which I don't have). It doesn't talk about its leather wrist band until much later.

utmost elegance

élégance à fleur de peau means extreme elegance, an elegance so natural it literally blends with someone's skin.
I don't think the reference is to leather here... je ne pense pas qu'il y ait jeu de mots avec cuir pleine fleur...
It is simply a way to describe how elegant the watch is. It could be a gold watch too...

Presumed it refers to watch strap, may well refer to the fact that the watch barely touches the skin / barely stands out from the skin / is flush with the skin
