memory resident

Usually this refers to a program that is memory resident. Typically an icon appears in the system tray of Windows. "Always on" isn't wrong, but "memory resident" is the equivalent English technical term. Search the internet to see examples.

I'm pretty sure this is simply referring to a program that is set to always be on.

run in the background / background application

The word 常駐 is a holdover from the MS-DOS days when it referred to "Terminate and Stay Resident" (TSR) computer programs.

Nobody uses this term anymore; nowdays they are called 'always-on' or 'running in the background' .

The current popular term (used by platforms such as iPhone) seems to be "background application."
