Full sentence is: 東京単のほうが枠切りのハードルが低いです。
Later on the same page they use the term 枠取り, so they may mean the same thing or one may be a typo. My guess is that "waku" is referring to a time slot for the TV program they want to pitch, but I'm not sure! Thanks in advance for the help!

I'm pretty sure it's not a typo. 広告枠 = ad space. 枠取り is (I beleive) booking time for a broadcast, as in, it's easiest to book time at 2 or 3 in the morning. There is also 枠大 for an extended broadcast and 大枠 for a long timeslot (e.g., four hours). So for 枠切り you have two possible meanings, I think: something that breaks the boundaries of a normal time slot--say, 9:00 to 10:04--or conversely, something that has its time slot cut into by another extended [sports] program (and then you join the interrupted program "in progress). So I'd say the sentence means something like: It takes less in the Kanto area to get your airtime cut into.

実は、テレビ局ではCM料金の値段を分けるために、時間帯に
よって「タイムランク」という区別を設けています。

一番高いゴールデンと言われる時間帯が「A」ランク、その前後や
お昼の時間、そして土曜日や日曜日の昼間の時間などが「S」で、
朝の出勤時間や午後、夜の遅い時間が「B」ランクとなっており、
早朝の5時台や夜間の2時以降、また平日午前中の一部などが
最低価格の「C」ランクとなっています。

で、それらの区別に応じて番組提供の料金が違ったり、スポットCMの
1本単価が異なったりするわけです。


ということで・・・異なるタイムランクをまたがって放送する番組では、
放送時間によって、こっそり「枠切り」をしていることがあります。
