: LOV could be a large vehicle with low number of occupants. The original question is dealing with vehicles that have limited seating.

Thank you, Michael! I know. However I assumed that the Russian phrase is the translation of the English "LOV". (My "3" shows that it is an assumption). Besides, a bus can use the HOV lane even when its occupancy rate is low, cannot it?
