So they are talking about the determination of the "foreign exchange open position" on the basis of an ABSOLUTE FIGURE (?) being a temporary measure... If you agree with "absolute figure," please justify your answer: I am not too clear as what they mean by absolute figure here... If you have a better rendition, financially speaking, then please let me know, justifying your choice... Thanks...

That is how I understand it in your context. It is hard to regulate banking institutions by imposing "open" or "undetermined" figures.
