My interpretation: for each year without a claim on an insurance policy, the policy holder earns a No Claim Discount credit. If these credits had been earned under previous policies, they may not show up on (had not been carried over to) the current policy. So there is a positive balance - saldo dodatnie z tytułu zniżek za bezszkodowość .
