Spanish to English Bus/Financial Advertising / Public Relations

This is the justification of an atypical campaign organized by an Argentine advertising agency:

Necesitábamos destacarnos sobre los shopping centers competidores, pero por problemas del mercado no existía la posibilidad de realizar una oferta comercial agresiva que redundara en más tráfico y ventas.

I don't think "oferta" means "supply" here.
