@Jon, why should it read \"Selective sampling - Ballast Water Convention (SG)\" - You mean: according to the guidelines of the convention?
If you are right, then SG might be \"sampling guidelines\" or even Scientific Group (of the BWC)? (see Scientific Group: http://www.marad.dot.gov/NMREC/report63/drpt63c1.pdf )
