Since I only learned Castellano, I have a problem with a single Galician quote in a newspaper article. I thought the verb could be equivalent to "hacer" but this doesn't suit the second context, which rather seems to be "work/operate":
"FIXERON todo o posibel para que a planta regasificadora de Mugardos non se FIXESE"
"FIXERON todo o posibel para que a planta regasificadora de Mugardos non se FIXESE"

Thanks. And fixese=fizesse. Galician is more similar to Portuguese than it is to Spanish.

27 mins
did/ would not be set up
They did everything possible so that the regasifying plant at Mugardos would not be set up.
50 mins
being set up
They did everything possible to prevent the plant from being set up.
or
They did all they could to prevent the setting up of the plant.
Your confusion is because of a secondary meaning for the verb.

14 mins
will do /is not set up
Since the controversy seems to be about the establishment of the plant, this would seem to be sthe sense here.

Should be "did" of course. That's what comes of writing the answer without looking at the original!
