Le titulaire du marché... peuvent requerir des services habilités soit un état sommaire des prestations effectuées, soit le décomptes [sic] des droits constatés au profit du partenaire cocontractant. Do they mean rights in favor of the contracting party? Seems like it should be something financial because it's in the context of a pledge (nantissement). Thank you.

These rights are to the advantange of the contracting party. They
could be financial: a monetary penalty if the contract is not fulfilled by the deadline, or rights of inspection, testing, etc. In a procurement contract the main focus is financial, but there are other aspects...that's what I make of it.

If état is translated as 'statment', then better stick to account(s)for décompte.
The court can also order 'an account of profits etc.' In Fr, this is done using an expertise comptable - see related question.
That a nantissement is involved as collateral doesn't really make any difference at the accounts stage. Maybe only when the money - what's due - isn't paid.
