Comment: "Thanks to all of you for your replies. After weighing up all your opinions I would give preference to "develop", with "design" closely following (doesn't mean to say that it's not correct, but doesn't sound completely right in my ears). Evidently "create", which I've used now and again, isn't used in the industry."

: All the examples given refer to things which can be "erstellt" with the software but not the software itself.

to design
or to develop, is what is used. "Design" is perhaps more along the lines of "entwickeln".
Anyway, having worked for international software publishers such as Corel and others for close to ten years, "design" and "develop" are the only two terms I have ever heard used in the industry.
Unless, of course, you are taking about the actual process of "putting it together", which would be "to compile" or "to build".
