Assuming you're referring to the first Google hit that comes up for this term, that is also related to (Raman) spectroscopy.

The answer is in the sentence just above it:
"A molecule will only be Raman active if the following gross selection rule is fulfilled."

There are many other ways to describe this with alternative terminology, e.g. essential or limiting condition, but of course selection rule is standard.
