"He" es un detective.
He visto en algún sitio que "to up the stakes" es poner en riesgo algo. Pero ¿conviene bien ese sentido a este contexto?
Y ya puestos, ¿alguien sabe lo que significa los DO? (Estamos en U.K.)

He visto en algún sitio que "to up the stakes" es poner en riesgo algo. Pero ¿conviene bien ese sentido a este contexto?

En el contexto creo que se refiere a que el perro ha encontrado algún tipo de catalizador que ha acelerado el fuego. Así que podría ser que si antes no habían barajado esta opción, ahora "las apuestas suben", en el sentido de que es más probable que el incendio sea provocado.
